Control of the Net.
The net came about in the 1960s from ARPANET and the Department of Defence
it was used through the next two decades by academics and researchers for
there own use and mostly unregulated. But with the release of the first
browser (Mosaic) in 1993 a public audience that grew and grew came to the
attention of business and government, both of these want control.

Encryption is not the Answer.
Communication over the Net is not secure because each packet as to pass
through an ISP. Enryption seemed like the answer as it is very secure,
only the person with a key can unlock its information. Governments realising
that they cannot beat encryption will use the laws to put pressure on companies
(ISPs) and individuals to give up there keys.
